CSAT Overview
- National Infrastructure Protection Plan (NIPP) details the process for protecting the nation's critical infrastructure and key resources (CI/KR)
- CSAT is a process for determining high risk petroleum/chemical production, usage, storage, and distribution facilities
- Implemented as a function of the 2006 DHS authorization bill

- Top screening is used by DHS to filter those critical sites requiring high security measures from other sites
- Designation as a high security site may eventually lead to the implementation of additional security measures
- The process flow chart that follows illustrates the overall process

- Conduct Top-screen
- Receive designation as a high risk site or not
- Conduct a Security Vulnerability Assessment to determine physical security system vulnerabilities
- Provide SVA results to DHS for inclusion in the National Asset database
- Mitigate consequences and security system vulnerabilities through the application of people, plans, organizations, equipment, training, and exercises

- DHS Revised Guidance (7-19-07):
- Provisions for bulk uploads of registration data when registering 50 facilities or more at one time
- Once registration is complete

- All individuals listed must sign document

User Roles
- Submitter, Authorizer and Preparer
- Preparer, Submitter, and Authorizer can be the same person or unique individuals

Authorizer
- Grants signature access to each Preparer and the Submitter
- Verifies, on behalf of the company that owns the facility, that the Preparer and Submitter user account requests are valid
- Will not have edit privileges unless they are also designated as Preparers or Submitters

Preparer
- Authorized to enter data into the CSAT on-line screening tool
- Is not authorized to formally submit the data on the company's behalf
- Normally a qualified individual familiar with the facility operations
- One Preparer for each facility

Reviewer
- Optional role which allows for read-only access to the files
- Cannot edit, enter or submit data

- One of each required
- May have one of each role type for each facility
- Organization with 50 facilities could have 1 each Preparer, Submitter, and Authorizer

- After initial username and password assigned log into CSAT
- Select User Change Request System
- Transfer role to another individual

Identify users/manufacturers of chemicals
- Three critical chemical types:
- Inflict mass casualties
- Mission critical to one or more critical infrastructure sectors (20%)
- Economically critical to non-critical infrastructure sectors (35%)

- Toxic Chemicals of concern
- Flammable chemicals of concern
- Explosive chemicals of concern
- Explosive/IED precursor chemicals of concern
- Weapons of Mass-Effect chemicals of concern

- Sabotage/Contamination chemicals of concern
